Confederate Congress Document, 6 ¼ x 9 ¾, three pages, signed in type by G.A. Trenholm and James Seddon, Secretary of War, entitled “Correspondence Between the Secretaries of War and the Treasury, on the Subject of a Deficiency of Funds, Richmond, VA, December 29, 1864.

“...Supplies cannot be obtained for the want of requisite funds...It has been the occasion or excuse for desertion, marauding, sale of clothing and equipment, among soldiers...officers are resentful and soldiers reckless...”
