    HARRY S. TRUMAN (May 8, 1884 – December 26, 1972) was the 33rd president of the United States, from 1945 to 1953, succeeding upon the death of Franklin D. Roosevelt. Truman implemented the Marshal Plan to rebuild the economy of Western Europe.  He also established the Truman Doctrine and NATO to contain communist expansion. He proposed numerous liberal democratic reforms but few were enacted by the Conservative Coalition that dominated Congress.  In 1948, he submitted the first comprehensive civil rights legislation. It didn’t pass but he instead issued Executive Orders 9980 and9981 to begin racial equality in federal agencies and the military. He was eligible for re-election in 1952 but with weak polls, he decided not to run.
